The Guyana Development Bank opens on 5 October 2026. The Finance Minister signed and gazetted the Commencement Order bringing the Guyana Development Bank Act into operation on 16 September. For a business that wants one of its loans, the weeks before it opens are the time to get the file ready.
What the Bank will offer
Government has announced loans of up to G$3 million at zero interest and with no collateral, with mentorship and training for borrowers. A borrower will also be able to add up to G$7 million from a commercial lender at favourable interest rates, under a co-financing arrangement. People can combine their loans in a consortium: government’s own example is ten people borrowing together for a G$30 million project, each owing their own loan.
Women, youth and persons with disabilities are named as intended beneficiaries. Agro-processing, manufacturing, tourism, services and technology are among the target sectors. The Bank starts with a first tranche of G$20 billion, which La Caribeña News calculates would fund about 6,600 loans at the G$3 million ceiling.
What you will be asked for
Applicants have been told to expect seven items: a credit report, proof of NIS compliance, proof of GRA compliance, an ID card, a detailed business plan, financial statements if the business is already trading, and proof of address.

What a lender will look for in the plan
A lender reads a business plan to answer one question: can this business make the repayment, every month? That is answered by arithmetic, not by description.
